Management of pest risks by horticulture and landscaping operators

It became very clear in the Green Risk project, which ended in 2016, that there is as shortage of awareness and responsibility concerning plant health risks in the horticulture and landscaping industry. According to the new act on plant health, operators have a duty of care in managing plant health risks. There are major shortcomings in the implementation of existing self-monitoring obligations in the wide field of operators. Correction of the situation requires the creation of a system in which all operators in the green sector have access to methods, instructions and information of the main plant pests and health risks.

The plant material used in landscaping is the key focus in the improvement of the management of pest health risks. The international trade in seedlings is very free and abundant. The focus on practical instructions must be on managing the risks in this channel in which pests are spread. Seedlings enter the Finnish market along many different routes and are imported by many different categories of operators

In the landscaping process, a plant pest enters our country with plants as well as other products. The main risk group includes wooden packing materials used in products used for landscaping, such as in stone products.  Growing media and covers are also possible channels for spreading pests. In order to be able to prevent or at least reduce this complex plant pest pressure, landscaping practitioners must have access to practical instructions and identification material. Instructions are needed for how to act in case of a possible risk situation and whom to contact.

The realization of plant pet risks in the landscaping industry may result in substantial financial losses to Finland’s forest industry. Financially speaking, damages to forest may, in the worst case scenario, be tens of times greater than the plant damage of green spaces. The management of the plant pest risks of seedling material is essential to the future of the forest industry. The greatest financial risks in public green spaces are in street trees.

Joining other projects

This project is a direct extension of the Green Risk project that ended in 2016; this project proposal is based on the measures it proposes. The measures proposed by the task force operating under the Plant Protection Advisory Board and the Pesticide Advisory Board are an essential part of the objectives of this project. This project is connected to the Luke Healthy Seedling Chain project where it concerns the health of seedling material.

Objective

The key objective of the management of plant pest risks in the green sector at the level of practical operators project is to develop instructions and methods to manage plant pest risks in the green sector and to prevent damage. These can be divided into three phases: identification of existing risks, verification of the purity and cleanliness of landscaping materials, and the anticipation of potential threatening pest risks of the future. Additionally website contains instructions on what steps to take in a possible risk situation.

A concrete objective is to create a large entity for the website of the Finnish Association of Landscape Industries that is being updated; this entity shall contain easy-to-find support material for minimizing and managing the risks of pests. The website will provide landscaping professionals with help in identifying plant pests. Additionally the website will serve as a rapid communication channel in the event of new discoveries. Rapid dissemination of information is facilitated by extensive email communication of the Finnish Association of Landscape Industries.

Research methods

Available methods are functioning communication methods that bring up-to-date and essential information of plant health risks of the green sector to landscaping professionals. To form the basis of the communication, the partner network of the project will bring together existing information and develop and produce new material.

During preparation and development, a partner network was already formed during the Green Risk project; it is able to evaluate the suitability of the methods and practices to be implemented for operators in the green sector.

Implementers of project and division of duties

The Finnish Association of Landscape Industries is responsible for implementing the project. It shall organize the activities of the partner network to ensure the participation of practical operators and to bring their experiences and insights to the implementation of the website. The partner network includes the following entities under the guidance of the Finnish Association of Landscape Industries: Taimistoviljelijät ry, Evira, cities of Espoo, Helsinki, Tampere and Turku, and the companies Rudus Oy and Flowerpecker.

The Finnish Association of Landscape Industries will outsource the preparation and development of the subject matter to the Central organization for Finnish Horticulture. The Finnish Association of Landscape Industries will recruit an employee to build the technical implementation and graphic design of the website.

The project shall be carried out in close collaboration with Evira and its new role as a coach will be supported. Existing information on Evira’s website will be utilised in the compilation of the content of the database package that will be put on the future website of the Finnish Association of Landscape Industries and its findability will be improved. Additionally the project will produce a large amount of new material in collaboration with Evira to help the supply chain of the entire green sector.

A database for identification of key pests will be built on the website of the Finnish Association of Landscape Industries.

The project involves partners from the green sector (cities and companies), with whom the instructions for managing plant health risks in the green sector will be developed and tested. The testing of instructions in the practical operations of partners will ensure their suitability for wider use. At first the focus will be on the stages of work related to the management of the key flows of goods in the landscaping industry.

Schedule

The project will be started in 2017. At first, material suitable for the green sector regarding the management of plant health risks will be collected in collaboration with participants in the project. Instructions will be tested with partners, and they will be developed into a user-friendly guide based on the feedback to be received and experience. In the summer, the technical preparation work of a separate database to be built for the website of the Finnish Association of Landscape Industries will be started.

In 2018 a half a year will be reserved for the project, during which the website related to managing the risks of plant pests will be completed technically and in terms of content. The project will end at the end of June. 

Plan for publishing and utilizing results

The website is the most important and demanding channel for disseminating and utilizing the material compiled in the project among operators in the green sector.

Rapid communication practices will be created in the project for the Finnish Association of Landscape Industries so that the occurrence of new possible plant pests and new epidemics are communicated rapidly to those in the green sector. 

Awareness of the project and the material of the website will be increased through press articles. The main emphasis in articles will be on publications of the landscaping and gardening sector.

The plant health risks of the green sector and the management of these risks will be included as part of the Finnish Association of Landscape Industries’ own training, as well as training that it supervisors and approves. This will ensure the long-term effects of the project results.


Hantering av växtskadegörarriskerna för praktiska aktörer inom grönsektorn

I Grönrisk-projektet (Viherriski-projekti), som avslutades 2016, framkom det tydligt att medvetenheten om, och ansvarsskyldigheten för växtskadegörarrisker är bristfällig. Enligt den nya lagen om skydd för växters sundhet har aktörerna omsorgsplikt vad gäller kontroll av växthälsorisker. Det finns stora brister i hur informationen om de existerande självövervakningsskyldigheterna har spridits inom sektorn. För att åtgärda detta fanns det behov av att skapa ett system via vilket metoder, instruktioner och information om centrala växtskadegörare och –sjukdomar finns tillgänglig för alla aktörer inom grönsektorn.

Plantmaterialet som används inom grönanläggning spelar en central roll då man strävar efter att förbättra hanteringen av växthälsorisker. Den internationella handeln med plantor är mycket fri och utbredd. I de praktiska instruktionerna bör man därför betona riskhanteringen i denna kanal. Plantor kommer ut på marknaden i Finland via många olika rutter och importeras av många olika aktörer. I det här projektet ligger fokus på att minimera riskerna inom den professionella planthandeln. Samma kunskapsbank kan även användas för att informera konsumenter om riskerna med att importera plantmaterial på egen hand.

Inom grönanläggning kan växtskadegörare sprida sig till Finland även med andra produkter än bara plantor.  Till riskgruppen hör närmast förpackningsmaterial av trä som används till att förpacka t.ex. stenar. Skadegörare kan spridas också med växtunderlag och täckmaterial. För att kunna förhindra eller ens minska på det mångfacetterade skadegörartrycket måste aktörerna inom grönsektorn ha tillgång till praktiska riktlinjer och identifieringsmaterial. Det behövs anvisningar för hur man bör agera och vem man ska kontakta vid möjliga riskfall.

De senaste årens förekomst av farliga skadegörare har konkretiserat betydelsen av riskhantering även inom grönsektorn.  Till de allvarligaste fallen under de senaste åren hör förekomsten av asiatisk långhorning i Vanda och päronpest på Åland och på fastlandet.

För skogsnäringens framtid är det ytterst viktigt att hantera risken för växtskadegörare inom grönsektorn.  Ifall riskerna inom grönsektor konkretiseras kan det förorsaka betydande ekonomiska förluster för skogsnäringen i Finland. Mätt i pengar är skogsskadorna i värsta falla tiotals gånger större än skadorna inom grönsektorn. För offentliga grönområden utgör gatuträden den största ekonomiska risken.

Målen uppnåddes

Det centrala målet för projektet ”Hantering av växtskadegörarriskerna för praktiska aktörer inom grönsektorn”var att utveckla instruktioner och metoder för hur man i praktiken kan hantera riskerna för växtskadegörare inom grönsektorn och förebygga skador. Detta kan indelas i tre faser: Identifiera riskerna, försäkra att plantmaterialet för grönanläggning är friskt samt att i framtiden förekomma eventuella skadehot. Dessutom finns det på webbsidorna instruktioner för hur man ska agera i eventuella risksituationer.

Det konkreta målet var att skapa en bred helhet på grönmiljöförbundets hemsidor där aktörerna lätt hittar stödmaterial för att hantera och minimera riskerna med växtskadegörare. På nätsidorna får professionella inom grönsektorn hjälp med att identifiera växtskadegörare. Dessutom fungerar sidorna som en snabb informationskanal ifall nya skadegörare påträffas. Vid sådana tillfällen är även Grönmiljöförbundets breda e-postnätverk till stor nytta.

Projektets verkställare och arbetsfördelning

Projektets ansvariga verkställare var Grönmiljöförbundet rf. Förbundet organiserade samarbetsnätverket så att de praktiska aktörernas medverkan säkrades och deras erfarenheter och åsikter syns i förverkligande av webbsidorna.

Samarbetet med Evira var tätt och med stödde Eviras nya roll som coach. Kunskapsbanken som kommer att finnas på Grönmiljöförbundets webbsida kommer att kunna utnyttja den information som redan nu finns på Eviras sidor och göra det lättare att hitta den. Dessutom produceras det inom projektet i samarbete med Evira en hel del nytt material som riktar sig till grönmiljösektorn.

På Grönmiljöförbundets webbsidor skapades en databas till hjälp för att känna igen de centrala växtskadegörarna inom grönsektorn. 

Hur resultaten ska publiceras och utnyttjas i framtiden

Webbsidan är den viktigaste kanalen för att publicera och distribuera resultaten från projektet bland aktörerna inom grönsektorn. 

Inom projektet skapades en snabbinformationspraxis för Grönmiljöförbundet för att man i framtiden ska ha möjlighet att snabbt få ut information om eventuella förekomster av nya skadegörare eller nya epidemier till aktörerna inom grönsektorn.

Grönsektorns växthälsorisker och hanteringen av dem har tagits in som en del av Grönmiljöförbundets egen skolning samt skolningar som övervakas och godkänns av förbundet. På detta sätt vill man säkerställa projektets långvariga effekt.
